What Is the Hometown Heroes Program?

Here's the problem Hometown Heroes was built to fix: the people who keep Florida running often can't afford to live in the communities they serve. Teachers, nurses, cops. So the state stepped in with a second mortgage program that stacks on top of a competitive 30 year fixed first mortgage, adds down payment and closing cost help on top, and drops the standard 1% origination fee altogether. That last part alone saves buyers real money at the closing table.

What actually decides your eligibility is who you work for and where, not the title on your badge. A janitor at a hospital qualifies. So does the cafeteria worker at your kid's elementary school. Someone doing the exact same job fully remote does not, because the program is built around people physically present in Florida communities.

Who Qualifies for Hometown Heroes

Eligible occupations include:

  • Healthcare workers (hospitals, clinics, and related facilities)
  • K-12 school employees, including teachers, cafeteria staff, and janitorial staff
  • First responders: firefighters, EMTs, and paramedics
  • Law enforcement and correctional officers
  • Court system and childcare workers
  • Active duty, reserve, and National Guard members of all branches
  • Veterans discharged under other than dishonorable conditions, employed full time with a Florida based employer

The fine print that trips people up: you need to be full time, 35 hours a week or more (veterans are the exception), at a real Florida address your employer runs. Fully remote doesn't count. Hybrid works, but only if you're in that building at least 3 days a week. And if you're 1099 or self employed, that's fine too, as long as it's one employer at one location, not three part time gigs stitched together.

How Much Assistance You Can Get

  • 5% of your total first mortgage loan amount, capped at $35,000
  • $10,000 minimum, so loans of $200,000 or less automatically receive the full $10,000
  • Structured as a 0% interest, non-amortizing, 30 year second mortgage
  • No monthly payments. The assistance is a loan, not a grant, and is repaid in full when you sell, refinance, transfer the deed, pay off your first mortgage, or stop occupying the home as your primary residence
There's no cost to apply and no prepayment penalty if you want to pay it off early.

Two Versions of the Program

There are actually two flavors of Hometown Heroes, and which one fits you depends on your household, not just your income. Your loan officer will walk you through which one wins for your situation:

TBA

Counts only the income of the borrowers listed on the loan. Higher income limits. Offers FHA, USDA-RD, VA, and Freddie Mac (HFA Advantage) loans.

Bond

Counts the income of everyone in the household aged 18 and older, including a spouse who isn't on the loan. Lower income limits, but as of 2026 it's the only version offering Fannie Mae (HFA Preferred) conventional loans.

Basic Eligibility Requirements

  • First time homebuyer, meaning no ownership interest in a primary residence in the past 3 years (veterans and buyers in federally designated targeted areas are exempt from this rule)
  • Minimum credit score of 640 across all borrowers (660 for manufactured housing or manual underwriting)
  • Household income under 150% of the area median income for your county
  • Property must be your primary residence, and you must occupy it within 60 days of closing
  • Manufactured/modular housing is permitted if built in 1994 or later
  • At least one applicant must complete an approved homebuyer education course (online, roughly 2 to 4 hours, valid for 2 years). Veterans using a VA loan and non-occupying co-borrowers are exempt

These income limits move around depending on your county and whether you're on the TBA or Bond version. To give you a real number to picture: Jacksonville metro (Duval, St. Johns, Clay, and Nassau counties) sits around $153,750 for 2026, and it climbs to roughly $195,450 in pricier counties like Monroe. Can Hometown Heroes Be Combined With Other Assistance?

Short answer: no, not with another Florida Housing down payment program. Hometown Heroes only allows its own second mortgage alongside the first, so it's a one program deal, and Florida Housing also limits every borrower to a single trip through their homebuyer loan programs overall.

There's one exception worth knowing about. Some counties and cities offer their own local assistance in third lien position, though don't count on that being available where you're buying. What does stack reliably is a VA loan for veterans and active military, zero down, which paired with Hometown Heroes can mean walking into closing owing next to nothing out of pocket.

How to Apply

  1. Confirm your occupation and employer meet the requirements. We'll check this with you directly, it takes just a few minutes.
  2. Get pre-approved for your first mortgage (FHA, VA, USDA, or Conventional) through a participating Hometown Heroes lender.
  3. Complete your homebuyer education course if it's required for your situation.
  4. Your lender reserves your Hometown Heroes funds once you have a fully executed sales contract. You cannot reserve funds before that.
  5. Close on your home, with the assistance applied at closing to reduce your out of pocket costs.
Funding is appropriated annually and moves on a first come, first served basis, so don't wait until you're under contract to check your eligibility.
